Cheryl D. Bowers President & CEO
Cheryl Bowers is President and CEO of Rondout Savings Bank and is the first female to lead the bank in its 150-year history. She has been an integral part of Rondout’s Executive Leadership Team since 2008 after joining the mutual bank in 2001 as a founding Business Banking Department Team member. She has a strong track record of supporting technology advancements, strengthening consumer and business relationships, and developing high performance teams built on trust, integrity and empowerment, as well as creating a culture of goal setting, coaching and mentoring that supports employee growth and strategic initiative execution.
As an accomplished financial industry leader with more than 30 years of banking experience in a multitude of areas including Executive Leadership, Commercial and Retail Banking, Branch Management and Marketing, Cheryl has a deep commitment and passion for developing female leaders and creating more diversity in the financial services industry. She is a founding member and co-chair of the New York Bankers Association Women’s Leadership Conference, where she regularly speaks, moderates, and participates as a panelist. Most recently, she was a panelist at SUNY, New Paltz Women’s Leadership Summit and a Session Speaker at the “Own It” Conference, hosted by Entrepreneurial Studies at SUNY, Ulster.
Cheryl is dedicated to civic participation and volunteerism. She serves on the boards of the Ulster Community College Foundation, Kingston Boys and Girls Club, Lions Club of Kingston, and Vassar Brothers Medical Center and is Past Board Chair of the Ulster County Regional Chamber of Commerce.
In recognition of her community commitment and professional achievements, she is a past honoree of the YWCA Tribute to Women and recipient of the Life Time Achievement Award and Volunteer of the Decade award given by Gateway Community Industries. In April of 2018 she was named Businessperson of the Year and was inducted into the SUNY New Paltz Business Hall of Fame. In October of 2018 she was an honoree at the annual SUNY Ulster Community College Foundation Gala and was awarded Woman of the Year. Most recently, she was the recipient of the 2019 United Way of Ulster County 2019 Raising Hope Honoree.
Cheryl is a high honors graduate from the American Bankers Association Stonier Graduate School of Banking at the University of Pennsylvania in Philadelphia, PA and attended Wharton Business School, where she earned her Leadership Certificate.
Susan Dallies SVP, Chief Operating Officer
Mrs. Dallies joined the Rondout Savings Bank team in 2002 and currently serves as Senior Vice President, Chief Operating Officer. She is responsible for directing the bank’s operations, retail banking, and product development functions of the bank. Her leadership ensures Rondout meets the needs of its customers, employees and shareholders. Prior to being named to her current position Susan held the Director of Operations and Finance position and in total has over 18 years of banking experience within Rondout Savings Bank.
Susan is an active member of the community volunteering her time to numerous local organizations including the American Heart Association of Ulster and Dutchess County. She is also the Chair of the Rondout Savings Bank Charities of Choice Committee.
Susan resides in Kingston with her husband and two children.

Charles Cullen EVP, Chief Financial Officer & Chief Information Officer
With a 33 year background in accounting, 30 of it spent directly in the banking industry, Charles brings a wealth of experience to the position of Chief Financial Officer and Chief Information Officer at Rondout Savings Bank. As Chief Financial Officer, he is responsible for managing the accounting, investments, and funding areas of the Bank. As the Chief Information Officer, he is responsible for managing the information technology (IT) strategy and the computer systems required to support the Banks objectives and goals. Among other things, Charles is responsible for creating the bank’s operating budget and business plan as well as setting targets for its growth.
Charles’ path to the Chief Financial Officer and Chief Information Officer’s seat began when he was 18 years old, working in the supplies department at the former Mid-Hudson Savings Bank. From there Charles went on to graduate in 1990 from SUNY New Paltz with a degree in Business/Accounting. The Poughkeepsie native went to New York City, where he worked for the United Bank of Kuwait for three years. He then held executive positions at Rhinebeck Savings Bank, a CPA firm in New York City and then Putnam County Savings Bank followed.
Charles’ addition to Rondout Savings Bank was in part brought on by his attraction to Rondout Savings Bank’s commitment to the local community and the ways in which it lent assistance to so many local groups and community-supported agencies. Mr. Cullen is a board member for Gateway Community Industries and holds their Treasurer position. Mr. Cullen lives in Hyde Park with his wife, Karyn and three children.
Michael Shaughnessy SVP, Chief Lending Officer
Michael Shaughnessy has over thirty years of experience in Senior Management positions including Chief Executive Officer, Chief Credit Officer, Chief Lending Officer and Chief Financial Officer. He was named the Chairman of the American Bankers Association Mortgage Markets Committee in 2012 and has also served on the Freddie Mac Community Lender Advisory Committee between 2008 and 2013. With this background Michael brings experience and expertise to the Chief Lending Officer position at Rondout Savings Bank. He looks forward to further improving and growing Rondout Savings Bank’s residential and commercial lending programs.
Michael holds a Master’s Degree in Finance from Saint John’s University a Bachelor’s Degree in Accounting from Saint Peter’s University and is a graduate of the National School of Banking. He currently serves on Woodstock-Byrdcliffe Guild Finance Committee, the Ulster County Periodic Compensation Review Committee, and is the Chairman of the Board of Directors of Gateway Community Industry Inc.
Ann Swenson SVP, Chief Risk Officer
As part of the Senior Management Team, Ann is responsible for overseeing internal audit, compliance, Bank Secrecy Act (BSA), and commercial loan review.
Swenson holds a Bachelor of Science in Accounting from Marist College. Ann has 23 years of experience in the banking industry, and joined Rondout Savings Bank in 2006 as their Internal Auditor. She was promoted shortly thereafter to Assistant Vice President of Audit, and then Assistant Vice President of Risk Management. Ann is a graduate of the National School of Banking, and is a Certified Community Bank Compliance Officer (CCBCO).
As an active member of the community that Rondout Savings Bank serves, Ann sits on the Board of United Way of Ulster County. The Board oversees the many community programs and partnerships that the United Way provides by targeting funds to high quality, local programs and services that meet identified community needs.
Ann lives in Dutchess County with her husband and sons.

Terri Ferris AVP, Retail Area Manager
Terri joined Rondout Savings Bank in December 2014, bringing 27 years of banking experience with her. Terri has been hired as Assistant Vice President / Retail Area Manager. In this position Ferris will be overseeing and assisting the Branch Management Team in achieving daily sales and service responsibilities.

Terri’s years of experience in the banking industry are matched by a strong commitment to community service. As a resident of Dutchess County, she has served on many chamber boards, not-for-profit committees, and Rotary Clubs. In addition to serving on many boards, Terri has been a volunteer for the American Cancer Society, American Heart Association, Juvenile Diabetes, and Womens Leadership Alliance.

My goal is to make a complex process easy, and to provide my customers with information that is presented clearly, so they can make informed decisions about their mortgage loan. I am a long-time resident of the Hudson Valley, and currently live with my family in Saugerties, NY. I began my banking career over 25 years ago as a Mortgage Loan Underwriter, working at both community and regional banks before joining Rondout Savings Bank as a Senior Residential Loan Originator. My decision to join Rondout Savings came from a belief that a community bank is best able to serve the needs of my customers. We work with local attorneys to ensure that the mortgage experience is both friendly and professional. Our underwriting and loan approvals are done locally, allowing closings to happen quickly.
I am proud to be part of the team at Rondout Savings bank, and to help support Rondout’s “Dividends to the Community” program, which donates 10% of the bank’s profits each year to the communities we serve.
Stephen J. Sickler VP Commercial Loan Officer
With more than 20 years experience in the banking industry, Stephen brings a life-time of experience to each business client interaction. He provides solutions tailored to meet each client’s specific need, with the ability to serve as a trusted advisor, he takes pride in helping his clients choose the very best solution. Stephen is a graduate of Kingston High School and St. Bonaventure University. He has served on the Boys & Girls Club of Ulster County Board of Directors for over 15 years and also sits on the Board of Directors for the Wiltwyck Rural Cemetery Association. Stephen resides in Lake Katrine with his two children and looks forward to meeting you!
Evan Rothfuss AVP, Commercial Loan Officer
Evan Rothfuss has transitioned to our Commercial Lending Team from our Credit Underwriting Team. Since joining the Bank 5 years ago, Evan has demonstrated his unwavering commitment to growing business relationships by providing unique and flexible financing solutions. He is proficient in both Commercial Real Estate Lending and Commercial and Industrial Loans and Lines of Credit.
Evan is a current participant in the Hudson Valley Pattern for Progress Fellows Program, is involved with the American Heart Association’s Heart Walk and volunteers at a multitude of events to support local not for profit organizations. He is a graduate of SUNY Geneseo, he holds a Bachelors in Business Administration and currently resides in Rhinebeck.
Stephanie Premo Business Development Officer
Offering over 20 years of experience in developing and cultivating business relationships, Stephanie is confident in her role as Business Development Officer. She is committed to meeting the needs of local businesses. She is currently employed at Rondout Savings Bank as a Business Development Officer where she works with local businesses in Ulster & Dutchess Counties.
Prior to joining the Rondout Team, she was a Relationship Manager for both JP Morgan Chase & Key Bank.
Volunteering and giving back to the community is very important to her. Stephanie is an Ambassador for the Ulster County Chamber of Commerce and an active member of the Dutchess County Chamber. She is a committee member for the Tour De Kingston. In the past, she has the position as Board Secretary for Kingston Uptown Business Association and was a very active committee member for their annual Snowflake Festival.
Stephanie holds a Bachelor’s degree in Business Administration from Mt. St Mary College and an Associate’s Degree in Business Management from Ulster County Community College. She is a lifelong resident of the Kingston area and currently resides in Accord.
Jennifer Fabiano AVP Director of Marketing
With more than 10 years of experience in the financial services industry, Jennifer brings a deep understanding of banking operations, business development, and community relations. As Assistant Vice President and Director of Marketing, she is responsible for overseeing the bank’s marketing initiatives and public relations activities, which include the bank’s Dividends to the Community program that supports not-for-profit organizations in Ulster and Dutchess counties. She also leads the bank’s merchant services program, working closely with many area businesses. From 2012 to 2016 she held leadership positions at Rondout Savings Bank as Branch Manager and Business Development Officer.
A life-long resident of the Hudson Valley and active volunteer for several organizations, she has earned the trust of her clients and the community. A 2013 graduate of the Ulster Leadership Development Institute, she serves on the Benedictine Health Foundation Board and is a member of Junior League of Kingston. She is a past commissioner of the Kingston Parks and Recreation Department.
Jennifer holds bachelor’s degree in Communications with a concentration in Business Administration from SUNY University at Albany and has completed advanced coursework in Bank Marketing with the American Bankers Association. She resides in Kingston, NY with her husband and two daughters.
