Michael Shaughnessy has over thirty years of experience in Senior Management positions including Chief Executive Officer, Chief Credit Officer, Chief Lending Officer and Chief Financial Officer. He was named the Chairman of the American Bankers Association Mortgage Markets Committee in 2012 and has also served on the Freddie Mac Community Lender Advisory Committee between 2008 and 2013. With this background Michael brings experience and expertise to the Chief Lending Officer position at Rondout Savings Bank. He looks forward to further improving and growing Rondout Savings Bank’s residential and commercial lending programs.
Michael holds a Master’s Degree in Finance from Saint John’s University a Bachelor’s Degree in Accounting from Saint Peter’s University and is a graduate of the National School of Banking. He currently serves on Woodstock-Byrdcliffe Guild Finance Committee, the Ulster County Periodic Compensation Review Committee, and is the Chairman of the Board of Directors of Gateway Community Industry Inc.
With a 35 year background in accounting, 32 of it spent directly in the banking industry, Charles brings a wealth of experience to the position of Chief Financial Officer and Chief Information Officer at Rondout Savings Bank. As Chief Financial Officer, he is responsible for managing the accounting, investments, and funding areas of the Bank. As the Chief Information Officer, he is responsible for managing the information technology (IT) strategy and the computer systems required to support the Banks objectives and goals. Among other things, Charles is responsible for creating the bank’s operating budget and business plan as well as setting targets for its growth.
Charles’ path to the Chief Financial Officer and Chief Information Officer’s seat began when he was 18 years old, working in the supplies department at the former Mid-Hudson Savings Bank. From there Charles went on to graduate in 1990 from SUNY New Paltz with a degree in Business/Accounting. The Poughkeepsie native went to New York City, where he worked for the United Bank of Kuwait for three years. He then held executive positions at Rhinebeck Savings Bank, a CPA firm in New York City and then Putnam County Savings Bank followed.
Charles’ addition to Rondout Savings Bank was in part brought on by his attraction to Rondout Savings Bank’s commitment to the local community and the ways in which it lent assistance to so many local groups and community-supported agencies. Mr. Cullen is a board member for Gateway Community Industries and holds their Treasurer position. Mr. Cullen lives in Hyde Park with his wife, Karyn and three children.
Mrs. Dallies joined the Rondout Savings Bank team in 2001 and currently serves as Senior Vice President, Chief Operating Officer. She is responsible for directing the bank’s operations, retail banking, and product development functions of the bank. Her leadership ensures Rondout meets the needs of its customers, employees and shareholders. Prior to being named to her current position Susan held the Director of Operations and Finance position and in total has over 19 years of banking experience within Rondout Savings Bank.
Susan is an active member of the community volunteering her time to numerous local organizations including the American Heart Association of Ulster and Dutchess County and the People’s Place Community Board. She is also the Chair of the Rondout Savings Bank Charities of Choice Committee.
Susan resides in Kingston with her husband and two children.

Karen joined Rondout Savings Bank in 2001 as one of the three founding members of the Business Banking Department. Throughout the years, Karen has held various leadership positions and has helped drive the success of Rondout Savings Bank’s Commercial Lending Department.
Karen is committed to the community and currently sits on the Mental Health Association Board, is a committee co-chair for Kingston Catholic School Theater Program, and active volunteer of the American Heart Association of Ulster and Dutchess County.
Karen holds a degree from Union college and is a 2021 graduate of the Stonier Graduate School of Banking. She is a lifelong resident of Ulster County and resides in Rosendale, NY with her husband and son.
Ann Swenson joined the Rondout Savings Bank team in 2006 as the bank’s internal auditor and was promoted to Assistant Vice President of Risk Management and shortly thereafter to Chief Risk Officer. As Chief Risk Officer, Ann is responsible for managing internal audit, compliance, Bank Secrecy Act (BSA), and commercial loan review.
Besides having a Bachelor of Science in Accounting from Marist College, Ann is a graduate of the National School of Banking and a Certified Community Bank Compliance Officer (CCBCO).
As an active member of the community that Rondout Savings Bank serves, Ann currently serves on the board of Dutchess Outreach which operates as a catalyst for community revitalization an advocate and provider of hunger and relief services in Dutchess County.
As Rondout Savings Bank’s first woman President and CEO in its 150th year history, Cheryl Bowers has been an integral part of Rondout’s Executive Leadership Team since 2008 after joining the mutual bank in 2001 as a founding Business Banking Department Team member. She has a strong track record of supporting technology advancements, strengthening consumer and business relationships, and developing high performance teams built on trust, integrity and empowerment, as well as creating a culture of goal setting, coaching and mentoring that supports employee growth and strategic initiative execution.
As an accomplished financial industry leader with more than 30 years of banking experience in a multitude of areas including Executive Leadership, Commercial and Retail Banking, Branch Management and Marketing, Cheryl has a deep commitment and passion for developing female leaders and creating more diversity in the financial services industry. She is a founding member and co-chair of the New York Bankers Association Women’s Leadership Conference, where she regularly speaks, moderates, and participates as a panelist. Most recently, she was a panelist at SUNY, New Paltz Women’s Leadership Summit and a Session Speaker at the “Own It” Conference, hosted by Entrepreneurial Studies at SUNY, Ulster.
Cheryl is dedicated to civic participation and volunteerism. She serves on the boards of the Ulster Community College Foundation, New York Bankers Association, Kingston Boys and Girls Club, Lions Club of Kingston, and Vassar Brothers Medical Center and is Past Board Chair of the Ulster County Regional Chamber of Commerce.
In recognition of her community commitment and professional achievements, she is a past honoree of the YWCA Tribute to Women and recipient of the Life Time Achievement Award and Volunteer of the Decade award given by Gateway Community Industries. In April of 2018 she was named Businessperson of the Year and was inducted into the SUNY New Paltz Business Hall of Fame. In October of 2018 she was an honoree at the annual SUNY Ulster Community College Foundation Gala and was awarded Woman of the Year. Most recently, she was the recipient of the 2019 United Way of Ulster County 2019 Raising Hope Honoree.
Cheryl is a high honors graduate from the American Bankers Association Stonier Graduate School of Banking at the University of Pennsylvania in Philadelphia, PA and attended Wharton Business School, where she earned her Leadership Certificate.
